The Technology Innovation Agency (TIA) seeks to appoint a qualified service provider to conduct a study on the loss of Intellectual Property (IP) within South Africa's National System of Innovation (NSI), focusing specifically on publicly funded research and development (R&D). The study aims to identify root causes, assess the scale and impact of IP loss, evaluate existing legislative and governance frameworks, benchmark against international best practices, and develop strategic recommendations for IP governance, protection, and enforcement to mitigate future IP loss. The scope includes analysing IP that is not identified, not protected, not commercialised, or intentionally lost through unauthorised transactions or theft.
