The Service Provider shall provide a complete end-to-end solution for the design, development, implementation, support, and maintenance of a digital Section 50 Administrative Fines Management System for the Border Management Authority (BMA). The solution must automate and manage the full administrative fines lifecycle, including issuance, tracking, payment, reconciliation, reporting, and appeals management. It will provide a centralized platform accessible across all 71 Ports of Entry, supporting improved revenue collection, accountability, auditability, operational efficiency, and data integrity.
