The appointed service provider will undertake a national impact evaluation of the Community Work Programme (CWP) on sustainable livelihoods in participating communities across all nine provinces. This involves reviewing programme documentation, developing a Theory of Change and evaluation framework, designing a mixed-methods evaluation methodology, developing data collection instruments, pilot testing, conducting national fieldwork, engaging stakeholders, assessing socio-economic impact and community-level outcomes, evaluating relevance, effectiveness, efficiency, sustainability, and value for money. The service provider will also identify strengths, constraints, risks, and good practices, conduct comparative provincial analysis, ensure data quality, and analyze data using appropriate techniques.
