The service provider shall develop a fit-for-purpose Quality Assurance (QA) Strategy, Governance Framework, and Target Operating Model for PRASA over three months. This includes establishing foundational QA capabilities, defining an enterprise QA strategy and roadmap, creating a QA Governance Framework with decision rights and accountabilities, and designing a target QA Operating Model and Centre of Excellence blueprint. The scope also covers developing a QA policy framework, enterprise test strategy, standards, SOPs, a service catalogue, performance measures, and a phased implementation and change plan.
